Meet the Board: Technology, teamwork and doing the right thing – meet Stephen Russell

In our latest article we spoke to Stephen Russell.
Stephen is a Board Member and Audit and Risk Committee Member, as well as Director of Technology, Data and Strategy at Warwickshire Police – a role he’s held for the past seven years.
Before that, he spent a decade working in housing with Midland Heart.
What made you want to get involved with the Board?
I’ve worked in housing before, so I already understood the impact housing associations have on people’s lives. When I saw Citizen was looking for someone with experience in technology and cyber, it felt like the perfect fit – combining my professional background with a cause I really care about.
What does your role on the Board involve?
I sit on the main Board and the Audit and Risk Committee. We look at everything from finance and governance to internal controls and risk management – all the things that make sure Citizen is operating responsibly and effectively. It might sound technical, but it’s all about supporting good decision-making that helps colleagues and customers.
What do you find rewarding about the role?
You get to see the best of Citizen – from colleague achievements to customer stories that show the real difference we’re making. Visiting homes and communities really brings it to life. It’s rewarding to see how decisions made in the boardroom translate into real impact for people.
And the challenges?
There’s always a balance between priorities – investing in existing homes, building new ones, and keeping Citizen financially strong. We’d all love to do everything faster, but it’s about making the right choices for the long term.
What does our strapline “Home is our foundation for life” mean to you?
For me, it’s about stability. Having a safe, secure home gives you the foundation to thrive. Without that, everything else becomes harder – and that’s why what Citizen does is so important.
Tell us a bit about you outside of work.
I’ve got two young children, so most of my time is spent running around after them! When I do get a spare moment, I love playing golf – although my enthusiasm definitely outweighs my ability.
Finally, what would you say to someone thinking about joining a board or committee?
Be confident in what you bring. Boards need people from all backgrounds – your lived experience is just as valuable as professional expertise. If you care about people and communities, go for it.
